Creates a typed room assignment for a hub, paired child or child zone.

hubId long: The positive cloud hub identifier, distinct from child RF addresses.
deviceId long?: The child cloud database ID, or null for a hub assignment.
zone int?: The one-based zone number, or null for a whole-child or hub assignment.
